China May Seek Compromise on Tariffs
A senior Chinese trade official signaled willingness to compromise on the tariffs imposed by the Trump Administration on Saturday, March 9, 2019 (source). The compromise suggested by China's Vice Minister of Commerce for International Trade Negotiations Wang Showen could ease the fears of retailers concerning greatly increased prices on inventory coming from China, but such a compromise could also increase uncertainty, as tariffs could be reimposed for non-compliance.
Retailers like Tweak & Tesoro, a Los Angeles-based gift shop, say that small businesses like theirs will be unable to absorb the costs of tariffs (source). While some retailers have sought US manufacturers as substitutes for China-based products, U.S. labor costs are invariably more expensive, which means prices to consumers will still be higher.
China has objected to the enforcement mechanism demanded by the Trump administration, which would allow the US to unilaterally reimpose tariffs if it concludes that China has not complied with agreements between the two countries. In exchange for the enforcement mechanism, the Trump administration would roll back some tariffs. ‘Any implementation mechanism must go in both directions, fair and equal,’ Wang said.
Barclays Capital went further, predicting that President Trump will cave to China and remove the tariffs altogether (source). There has been no such indication from Robert Lighthizer, the Trump Administration's trade representative.
The administration has been lobbied hard to remove the tariffs by Wall Street and the National Retail Federation (NRF), among others.
China insists that it is still a developing country and should be treated differently than the United States' first world trading partners.
Geopolitical concerns are not far from the minds of Trump Administration trade policy architects, with China now having the worlds largest navy and many air bases on recently constructed artifical islands in the South China Sea. China also has vested interests in North Korea, where the Trump State Department is actively seeking resolution to ongoing tensions.
