January Sales Upturn Surprises Pessimistic Prognisticators
Stimulus Bill Has Help for Small Business
 US retailers saw a small upturn in sales during January: a 1% rise, representing the first gain in seven months. Some saw the unexpected bump as a hopeful sign that the recession had found its bottom, but many economists were still pessimistic.
"Regardless of the reason sales increased, the improvement should help remind folks that things do not fall forever," wrote Mark Vitner, an economist for Wachovia. "Retail sales and the economy will eventually recover. This figure, however, does not mark the start of that recovery." Joe Feldman of Telsey Advisory Group says the uptick in January retail sales is providing little cause for cheer in the face of rising unemployment and uncertainty over the economic stimulus package. Stimulus for Small Business?
Banks drastically reduced the number of small business loans since the recession took root last year. Small business provisions in the economic recovery bill that President Obama signed into law on Feb 17th seek to boost the number of these loans.
The bill offers a "small business stabilization financing," which gives companies money to pay off existing loans. The Small Business Administration (SBA) can issue or back loans of up to $35,000; businesses can then use the money to make up to six months of payments on previous loans. Interest on stabilization loans will be subsidized and the loans won't have any payments due for the first year. Borrowers must repay them within five years. The bill also authorizes the SBA to make temporary reductions in fees. (source)
